Since then, 22 states have completely banned or restricted abortion, meaning one in three American women are living under an abortion ban. It’s atrocious and unacceptable. In these states, mothers are three times more likely to die in childbirth, and infant mortality is 30% higher than in states where abortion remains legal. This regression is not just a setback for women’s rights; it’s a public health crisis.<h4>My Commitment to Secure Our Reproductive Freedoms</h4>In Congress, I will fight tirelessly to protect women’s reproductive freedoms. My priorities include:<ul><li>Passing the Women’s Health Protection Act: This bipartisan legislation would protect abortion rights at the national level and restore the protections that were lost with the overturning of Roe v. Wade. </li><li>Increasing Access to Contraception and Healthcare Services: Access to contraception is a key component of reproductive health. I will advocate for increased access to affordable contraception and comprehensive healthcare services. </li><li>Investing in Family Support Programs: Families deserve support through quality prenatal care, paid parental leave, child tax credits, and affordable childcare. These investments ensure that women can make the best choices for themselves and their families.</li></ul><h4>Kevin Kiley’s Extremist Record to Strip Away Our Rights</h4>My opponent, Kevin Kiley, has consistently worked to strip back reproductive freedoms for women and supports abortion bans that would take away protections for California women: <ul><li>Kiley celebrated the Supreme Court’s decision to overturn Roe v. Wade and voted to block California voters from enshrining abortion access into law. </li><li>Kiley has voted to criminalize doctors providing abortion care, limit access to Mifepristone (an FDA-approved medication abortion), and is a member of the Republican Study Committee which supports the Life at Conception Act – this is effectively a national abortion ban and could ban IVF nationwide. </li><li>Kiley has voted to ban abortions for military personnel, further limiting reproductive rights for those who serve our country. </li><li>Kiley even voted against the Women’s Health Protection Act and backed funneling taxpayer dollars to “crisis pregnancy centers,” which provide women with misleading and unscientific information, can lack licensed medical staff, and which put women’s privacy and health in jeopardy.</li></ul><h4>The Threat to Our Reproductive Freedoms in California </h4>California remains a beacon of reproductive freedom, but the impact of national abortion bans is being felt here as well. Despite abortion being legal in California, the threat of a national ban looms large. Kevin Kiley’s support for these extremist measures shows his complete disregard for women’s health and safety – he and his colleagues in the Republican Study Committee will jump at the first chance to pass a national abortion ban, stripping California women of our reproductive freedoms.<h4>Standing Up for Our Rights, Together</h4>Our reproductive freedoms are on the ballot this year. While extremists like Kevin Kiley will strip away women’s reproductive rights, I will fight relentlessly in Congress to codify Roe v. Fighting for Women’s Reproductive Freedom

The wildfire was the deadliest in California’s history, causing unprecedented destruction and loss.I witnessed firsthand the physical and emotional toll these fires take on California communities. I devoted myself to identifying solutions at scale to address the wildfire crisis. As Deputy Secretary at the California Natural Resources Agency, I helped design and implement a $3 billion, 3-year wildfire resilience initiative, focused on mitigating catastrophic wildfires. I worked hand-in-glove with CAL FIRE, environmental leaders, timberland owners, county governments, and tribes to ensure we designed a wildfire resilience initiative that protected communities, improved the environment, and expanded local jobs and businesses.California adapted its environmental review and state contracting processes to launch projects within weeks – rather than years – after receiving the funding. Two years into the program 1,200 wildfire mitigation projects including fuel breaks and prescribed burns are on the ground. The results are clear: extreme wildfires are becoming less deadly and destructive even in the face of hotter and drier conditions. &nbsp;&nbsp;In 2021, California’s extreme drought conditions led to fires that burned 2.5 million acres and destroyed 3,560 structures. The 2022 fire season saw similar extreme conditions and more total fires, but experienced a fraction of the devastation with only 361,000 acres burned and 772 structures destroyed. This resulted in nearly $2 billion in cost savings from the State Emergency Wildfire Suppression Fund.&nbsp;But California cannot make progress on wildfires without the Federal Government driving significant reforms and investments in this space. The Federal Government owns 57% of the forest land in California and if federal land remains untreated, the danger will only grow. And since a substantial portion of CA-03 consists of federal land, we have a critical need for a representative in Congress who will drive Federal solutions to the wildfire crisis.As a member of the bi-partisan Federal Wildland Fire Management and Mitigation Commission, I helped craft a legislative plan for federal reforms to the wildfire crisis. But to secure a fire-safe future, we need an advocate in Congress to drive resources and solutions into our communities. We need Congress to make the necessary scaled and comprehensive investments in wildfire resilience. Progress on wildfire resilience will not be linear. Extreme wind, drought, and heat conditions will continue to test resilience measures at any scale. California has demonstrated that fast, comprehensive, and scaled investments in wildfire can resilience make communities and ecologies safer. As we face yet another difficult wildfire season in 2024, we need an advocate in Congress to drive resources and solutions into our communities to get ahead of the crisis. <h3>The Model for Wildfire Resilience</h3>Fire-safe communities and ecologies are possible with investments in projects across three fronts: <img src="https://run.imgix.net/58ed1abe-3f30-4cce-a02c-9b8694138594/8842c2ac-755c-4d8f-9232-fcae8914836f/65564402-0d2f-452c-9150-b7c4c3bc6b94.webp?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C4096%2C2754&amp;w=1500" alt="" caption="" align="left" alignwidth="42.5" variant="framed"><ul><li>Wildland Restoration: Restoring wildlands and watersheds through thinning, prescribed fire, grazing, and reforestation so fires burn less hot and at their natural intervals. </li><li>Around Communities: Establishing strategic fuel breaks around communities to help evacuations during a fire and to give firefighters a safe place to take a stand to slow or steer a fire. </li><li>Within Communities: Making homes and neighborhoods less prone to ignite from wind-driven embers by removing vegetation through defensible space and hardening homes against wind-driven fires. </li></ul><h3>Structural Reforms Needed at the Federal Level:</h3>The projects above will not be achieved at scale without focusing on structural reforms needed to help scale the much-needed solutions, including:<ul><li>Workforce Development: Investing in and hiring for forestry and wildfire workforce development. </li><li>Business Development: Incentivizing businesses to invest in fire prevention and adaptation strategies. </li><li>Regulatory Efficiency: Streamlining regulations to facilitate faster implementation of fire resilience projects. </li><li>Scientific Modeling and Testing: Funding scientific research to better predict and manage wildfire risks. </li><li>Promote Tribal Sovereignty: Supporting tribal leadership and collaboration in wildfire resilience efforts. </li><li>Regional Collaboratives: Forming regional partnerships to address wildfire risks comprehensively. </li></ul><h3>Enhancing Wildfire Suppression</h3>While we can’t suppress our way out of the wildfire crisis, we must continue to grow our fire response capacity as climate conditions become increasingly extreme. CAL FIRE sets the national standard for wildfire force capacity with robust aviation equipment and a skilled firefighter workforce. Protecting Our Communities from Wildfire

<h3>The Crisis Facing Families in CA-03 </h3>The cost of fire insurance is untenable for so many Californians, and the market is fundamentally broken. Throughout California’s Third District, families are blindsided by policy cancellations and skyrocketing rates. Many homeowners, even those diligently maintaining defensible space, have seen their insurance costs more than double or have lost insurance all together. This burden not only impacts individual households but also contributes to local inflation, driving up costs for small businesses. <h3>Fixing Our Broken Insurance Market</h3>To stabilize the home fire insurance market and lower costs, we need substantial reform in how insurance operates in the face of climate change. Insurance companies must transition into being active drivers for risk reduction rather than passive bystanders who just increase prices in the face of increased risk. California’s insurance rates are increasing for two reasons: The real risk of fire has increased over the previous decade and the rising cost of reinsurance. Reinsurance is a secondary insurance market that covers extreme losses for insurance companies.&nbsp; Reinsurance rates have skyrocketed because extreme losses have increased due to global climate catastrophes such as hurricanes, floods and tornadoes.&nbsp;&nbsp;<h3>Incentivize Insurance Companies to Participate in Risk Reduction: </h3>In Congress, I will drive a new program that incentivizes insurance companies to invest in fire adaptations in and around the communities they insure. This will create a new driver of real risk reduction in the wildfire space.I will advocate for a partnership where the federal government offers reduced reinsurance to insurance companies on the condition that they invest in fire adaptations for those they insure. This would include measures such as home hardening, creating defensible space, and establishing strategic fuel breaks. Rather than paying exorbitant rates into the corporate reinsurance markets, insurance companies would invest that money into wildfire risk reductions for communities. The result would be a collaborative effort where both insurers and the insured work together to reduce risks, ultimately leading to more stable insurance premiums. This approach also ensures quicker implementation of necessary adaptations, reducing overall risk and stabilizing insurance markets, making California communities safer and more affordable.&nbsp;&nbsp;

Addressing the Home Fire Insurance Crisis

<h3>Ensuring Dignity and Security for Our Seniors </h3>As your Congresswoman, I will fight to protect and expand Medicare and Social Security against any attempts to cut funding. Our seniors deserve to age with dignity, financial security, and access to quality healthcare. We must honor our commitments by safeguarding the promises we’ve made to them. <h4>My Commitment to Our Seniors </h4><ul><li>Strengthening Social Security: I will ensure Social Security benefits keep pace with inflation through annual Cost-of-Living Adjustments (COLAs). Let’s ensure that seniors and others can access the medications they need at prices they can afford. </li><li>Creating More Senior Housing Options: Many seniors reach a point where aging in their homes is no longer an option. In fact, in California, seniors are the fastest-growing segment of the homeless population. This is heartbreaking and cannot be allowed to continue. I will fight for funding to build more affordable senior housing in our district and explore ways to assist seniors with rental subsidies and other support systems. </li><li>Increasing Access to Public Transportation Options: Access to public transportation can mean the difference between isolation and the ability to live an active, self-sufficient life. I will fight to increase federal funding for public transportation to improve transit options for seniors and all citizens. </li><li>Long-term Care: Addressing the issue of long-term care is crucial for seniors who can no longer live independently. I will advocate for increased funding and resources for seniors to be able to afford long-term care facilities, ensuring they provide high-quality care and support. Additionally, I will support policies that promote home-based care options, allowing seniors to receive the care they need in the comfort of their own homes whenever possible. </li><li>Intergenerational Programs: Promoting intergenerational engagement is essential for the well-being of our seniors. Programs that encourage interaction between seniors and younger generations help reduce isolation and foster a sense of community. I will support initiatives that create opportunities for seniors to engage with children and young adults through volunteer programs, educational activities, and community events. </li></ul><h3>Kevin Kiley Turns His Back on Our Seniors Every Chance He Gets </h3>My opponent, Kevin Kiley, has consistently voted against the interests of our seniors: <ul><li>Abysmal Voting Record on Senior Issues: Kiley received a 0% rating from the California Alliance for Retired Americans (CARA), underscoring his callous disregard for our seniors and the issues that are vital to their livelihoods and well-being. </li><li>Proposing Cuts: Kiley is a member of the Republican Study Committee, which proposed raising the Social Security retirement age to 70, effectively cutting benefits by nearly 20%. He supports turning Medicare into a voucher-like program, increasing out-of-pocket costs for seniors. </li><li>Protects Drug Companies and Higher Prescription Costs: He voted against allowing Medicare to negotiate with drug companies to lower prescription drug costs and against capping insulin costs at $35 per month. </li><li>Favoring the Wealthy: While supporting cuts to essential programs, Kiley has continually backed tax cuts for the wealthy and big corporations – risking the financial stability of Social Security and Medicare. </li></ul><h3>Seniors in Our District Deserve Better from Their Member of Congress</h3>There are now over 130,000 seniors living in CA-03 who count on these programs for a secure retirement. While extremist MAGA Republicans like Kevin Kiley will stop at nothing to strip away seniors’ benefits, I will fight relentlessly in Congress to safeguard and enhance Social Security and Medicare. Together, we can ensure that seniors in our district and across the country have the support they need to age with dignity and security.

Supporting Our Seniors

<h3>Housing Costs Are Straining Our Communities</h3>Finding an affordable place to live is increasingly difficult across our district. Families from the suburbs to the Sierra face rising housing prices and surging home insurance costs, which drives up rent and makes homeownership unattainable, all while the homeless crisis continues to grow at an alarming rate. It’s nearly impossible for young people, seniors on fixed incomes, and working families to keep up. First-time homebuyers are being priced out, while long-time residents are being squeezed by rising insurance costs. In our suburban areas, rapid population growth has outpaced housing development, driving up costs and limiting options for working families. In the Sierra Foothills, limited housing availability and rising land costs make it difficult for residents to find affordable homes. In the mountain communities, the seasonal nature of tourism creates a high demand for short-term rentals, pushing housing prices beyond the reach of local workers. These challenges force many residents to commute long distances, straining their quality of life and hampering our district’s economic growth. Small businesses struggle to find and retain workers who can afford to live in the area. Without more housing options, we risk losing the very people who make our communities vibrant and our economies strong. <h4>In Congress, I’ll address this issue head-on, working to: </h4>Expand Workforce and Affordable Housing<ul><li>Improve Zoning Options: Provide federal incentives for local governments to allow more diverse and affordable housing options like multi-family units, ADUs, and mixed residential/retail infill housing.</li><li>Incentivize Affordable Housing: Offer attractive incentives for developers and landowners to create long-term rentals and affordable housing, helping stabilize housing availability in our district.</li><li>Strengthen Our Local Workforce: Address the needs of small businesses struggling to attract and retain employees through investments in workforce housing, which will help stabilize our local economy.</li><li>Align Workforce Housing with Local Income Levels: Ensure that our essential workers such as teachers, firefighters, and nurses have access to housing assistance. This includes advocating for affordable housing policies that take into account local and regional realities. This means making sure that someone working as a dishwasher in an expensive rural community like Truckee isn’t earning too much to qualify for the affordable housing that’s intended to support them.</li><li>Strategically Locate Workforce Housing: Build workforce housing in rural and mountain communities where it’s fire-safe and needed most, strategically placing developments in areas that are fire defensible and near employment hubs, transportation, and community services to reduce commute times and boost local economies. </li></ul>Cut Red Tape and Improve Government Permitting Processes<ul><li>Streamline Permitting Processes: Reduce the red tape and delays by streamlining permitting processes, making fees and timelines predictable, consistent and transparent, and offer government incentives for developers committed to sustainable, workforce housing.</li><li>Create “Green Zones”: Establish “Green Zones,” where permitting processes are expedited, fees are reduced, and incentives are offered to developers who build in these designated areas.</li></ul>Lower Insurance Costs<ul><li>Reform Wildfire Insurance: Tackle the rising costs of wildfire insurance by pushing for reforms that lower premiums while reducing wildfire risks, helping protect our most vulnerable residents from being priced out of their homes. His financial backing from this industry raises red flags about his priorities and the influence of special interests on his decisions. Recent legal settlements have exposed exploitative practices in real estate commissions that have contributed to inflating housing costs, exacerbating the affordability crisis in our district. These practices harm working families, seniors, and young people who are already struggling to make ends meet. My approach will always prioritize the needs of our community over special interests, ensuring that we create fair and equitable housing solutions for all.

Finding an affordable place to live is increasingly difficult across our district.&nbsp;Families from the suburbs to the Sierra face rising housing prices and surging home insurance costs,&nbsp;which drives up rent and makes homeownership unattainable, all while the homeless crisis continues to grow at an alarming rate.

Addressing Our Housing Crisis

<h3>The federal government’s $34 trillion debt is a crisis.</h3>Last year, the US paid $659 billion in interest alone, which is more than the government spent on Medicaid, veterans, or children. This won’t get fixed in one budget cycle. We need to follow a multi-decade, fiscally responsible plan to bring the debt under control.&nbsp;Drawing from my experience negotiating budgets for large government agencies, there are two ways to reduce deficits – raise revenue and lower spending. We can do both without raising tax rates or cutting government services.We can generate revenue by closing loopholes and implementing tax reforms to ensure that corporations and the ultra-wealthy pay the taxes they owe.We can lower costs by stabilizing government operational budgets and making forward investments in catastrophe prevention.&nbsp;The constant lurches of near government shutdowns and unpredictable short-term spending bills raise the day-to-day costs of most US government operations. Multi-year operational budgets for government agencies will lower the costs of these contracts and prevent politicians from using government services as a political football.Finally, government programs are often budgeted to respond to devastating crises, rather than making forward investments to prevent disasters. For example, I helped design and implement a California-wide wildfire prevention initiative. The first $1 billion investment in wildfire prevention resulted in a roughly $2 billion savings in California's emergency fire suppression fund compared to the year before.These are the kinds of responsible fiscal strategies that will help us protect the financial well-being of both our local community and the nation.

We need help.’ So I got in my car and I went to Paradise to volunteer on the ground for a month, assisting a community going through one of deadliest disasters in California history.Everyone I met on the ground in the Camp Fire had a story of heroism, courage, and near escape. But they also all had a look of trauma I hadn’t seen on people’s faces since I had been on the ground in Baghdad. Here was a global scale catastrophe happening to my community. And I knew we had the solutions — we just hadn’t scaled them to meet the crisis. I knew we had to do much more. I united this unlikely coalition—all with a clear stake in the solution — and together we designed and scaled a California wildfire resilience program worth $3 billion over three years.The program scales solutions like:<ul><li>Home hardening and defensible space, making homes less flammable when embers fall on them;</li><li>Fuel breaks along roads and around communities, creating safe evacuation corridors and giving firefighters a tactical advantage during fires;</li><li>And large-scale landscape restoration, allowing fire to play its natural ecological role rather than causing catastrophic damage.</li></ul>We implemented these tools to ensure the government could respond as quickly as the crisis demanded. Wildfire wasn’t waiting for budget cycles or contracting timelines. I worked with the legislature to cut red tape -- we had projects starting within four weeks of securing funding, and by the time fire season 2022 arrived, we had 1,200 projects on the ground throughout California. In fire season 2022, the acres burned dropped from 2.5 million in 2020/21 to 360,000 acres in the 2021/22 season, despite facing the same number of fires and extreme conditions. Progress on wildfire certainly won’t be linear, but we’re proving that scaled tools make an impact that keep communities safer.The first billion dollars of this program saved us $2 billion in wildfire emergency suppression costs. <h4>Why analysts are watching this California race</h4>BY GILLIAN BRASSILNonpartisan election analysts are tracking the 2024 race for California’s 3rd Congressional District as one that might become close in November.Their eyes are especially on future elections as the Lake Tahoe district grows slowly bluer.Analysts at nonpartisan organizations including The Cook Political Report, Inside Elections and Sabato’s Crystal Ball say that the district will likely, but not definitely, pick incumbent Rep. Kevin Kiley, R-Roseville, over Democrat Jessica Morse, a wildfire resiliency specialist.Over the last year, The Bee has spoken to analysts across these organizations. Ten California House races are on analysts’ watch lists, including the one for the 3rd.While it’s rated as likely Republican, analysts are still tracking it due to demographic changes in the district. “Kiley’s seat is trending left slowly,” said Jacob Rubashkin, deputy editor of Inside Elections, in an August interview. Several California congressional contests will help decide whether Democrats or Republicans control the House of Representatives in 2025.There are 220 Republicans, 211 Democrats and four vacancies in the House. Three of those empty seats were held by Democrats, one by a Republican. The number for control of the chamber is 218, meaning Democrats need to flip four seats nationwide to win control of the House. <h4>CALIFORNIA’S 3RD CONGRESSIONAL DISTRICT </h4>The district stretches from the northern Sierra Nevada along the Nevada border into Death Valley, taking in Alpine, Inyo, Mono, Nevada, Placer, Plumas and Sierra counties plus parts of El Dorado, Sacramento and Yuba counties. Among other areas, the district incorporates the northeastern suburbs of Sacramento, including Roseville, Folsom and Rocklin, and the mountain towns of South Lake Tahoe, Truckee and Mammoth Lakes.Kiley, 39, served in the California State Assembly from 2016 to 2022. He was elected to Congress in 2022.Morse, 42, was previously a Deputy Secretary for Forest and Wildland Resilience at the California Natural Resources Agency. Recently, the Democrat was a member of the bipartisan federal Wildland Fire Mitigation and Management Commission which made recommendations on forest management and other measures to lessen the severity of wildfires.She said Congress needs to do more wildfire mitigation work, including investing more funds into forest thinning, fuel breaks and prescribed fire. She previously ran and lost against Rep. Tom McClintock, R-Elk Grove, in 2018.Morse, a Democrat, said in an interview that she grew up Republican and remained one into her 30s. “I grew up as a conservative who believed that, let’s be efficient with our dollars, let’s be fiscally responsible,” Morse said. “But I also believed in protecting public land and the environment, and I started seeing the Republican Party shift away from being a ballast for fiscal responsibility and into culture wars and anti protection of clean air and clean water.”She said public service was instilled in her core values as a child raised in Carmichael, ultimately leading her to the U.S. Agency for International Development in Iraq in her early 20s and various wildfire public service roles.“It’s always been about how we keep our community safe, how we keep the public safe, and how we actually try to mitigate crises before they start,” she said. FUNDRAISING Kiley and Morse have had similar fundraising recently, but the Republican retains an edge in overall funds.While campaign finances are far from the only factor in determining an election, cash on hand lets candidates spend more on advertisements, events and other supplies necessary to a campaign. It’s also good to reserve money in case of unexpected issues.Campaign funds come from a wide range of sources, including those not specified in the candidate’s official report, from individual donors, political action committees, other lawmakers and joint-fundraising groups.Kiley’s campaign committee raised more than $579,000 from the beginning of April to end of June, according to the most recent Federal Election Commission reports, which became available in July. Morse’s reported collecting almost $610,000 in that same time period.Kiley reported over $2.2 million in reserves. But that doesn’t mean Morse, the Democratic challenger, couldn’t do some damage.“It’s a competitive district,” Dave Gilliard, Kiley’s campaign consultant, told Playbook. “It’s a district that I think needs to be taken care of from a political standpoint.”Ad buys are cheaper in the district’s more rural media market. But the fact that it stretches from Lake Tahoe down to Death Valley — and includes portions of suburban Sacramento — makes it a challenging place to run a campaign.And Kiley has spent accordingly. His campaign and outside groups had dropped more than $1.6 million on ad buys as of Wednesday, according to tracking firm AdImpact.Kiley’s opening message was surprisingly warm and fuzzy fare from a candidate known for his sharp jabs at Gov. Gavin Newsom and other state Democrats. It played up the congressmember’s bipartisanship and efforts to protect Lake Tahoe, promote water projects and help wildfire and flood victims.Morse, on the other hand, came out swinging in her first spots, attacking Kiley’s stance on abortion rights and saying he voted against money for wildfire prevention.“No one’s really litigated Kiley’s record at scale,” said Morse, who previously served as a high-ranking forestry official at the state Natural Resources Agency. “So he’s pretending like he’s somebody who’s delivering for the district.”The on-air attacks forced Kiley’s campaign to respond quickly. Today, the GOP representative came out with an ad blasting Morse as dishonest and saying she is lying about her claim that he wants to ban abortion nationwide.Gilliard doesn’t think Morse has the funds to keep spending at the same rate throughout the last weeks of the campaign. Voters need a leader who prioritizes communities over partisan considerations. Its biggest issue is its backbone, a Sierra Nevada range unprepared for worsening cycles of droughts and flooding.Democrat Jessica Morse would be Congress’ resident expert in fire management on her first day in office. She served in the Newsom administration as its deputy secretary for forest and wildland resilience at the California Natural Resources Agency. This job placed her on the front lines of developing state wildfire strategy, and she helped oversee a $3 billion resilience program over three years to strategically reduce fuels that contributed to the explosive fires in recent years.Morse correctly identifies how natural resource issues are what ties this sprawling district together. Watershed management is as nonpartisan as it gets. Morse sees funding needs to harden Sierra homes with defensible spaces, fuel breaks around communities and forest thinning to remove a century of forests that have grown artificially dense due to fire suppression.Before her years in Sacramento, Morse spent almost a decade in national security and support roles for the Defense Department, State Department and the U.S. Agency for International Development. Her years included duty of more than a year in Iraq as well as India. While she has considerable background in international affairs, Morse hopes to focus primarily on district issues.“I am a problem solver,” she said. “I care a lot less about the label.”In the March primary, just under 34,000 votes separated Kiley and Morse (a third candidate registered as no party preference received 5,000 votes). But the November election is a different ballgame: More voters, particularly young voters, are expected to cast their ballot. That could give Morse the votes she needs to win.As a fifth-generation Californian, Morse is running against the hyper-partisan atmosphere that has taken over Congress. It is unfortunate that her opponent, Republican incumbent Kevin Kiley of Placer County, has chosen to focus on the political wars in Washington and cultural wars back home. Kiley, a Harvard and Yale graduate, has misdirected his intelligence — his clear talents are in direct conflict with what his district needs.Kiley did sit down with The Sacramento Bee Editorial Board to answer questions before the March primary, but he has since dodged invitations to participate in community forums, including from the League of Women Voters of Placer County, in conjunction with the leagues of Nevada, Plumas, El Dorado and Sacramento Counties. Seemingly, the only way for local constituents to get their congressman’s attention is to pay for it: For $6,600, you can buy your way into the “Kiley Cabinet,” gaining access to Kiley and his staff.Kiley has voted to support abortion restrictions. Locally, he has supported candidates for school district races who have antagonized transgender students. Morse has not served in public office before. But this is not a disqualifier: She has intimate familiarity with government, having worked for state and federal governments, and she has demonstrated an impressive command of a breadth of subject areas from her years in government and public affairs studies at Princeton University. She has no plans to engage in local curriculum wars. Her Sierra resource strategy could help address one of her district’s greatest problems: the property insurance crisis that is gripping fire-prone portions of the state. A strategy to reduce the physical risks of wildfire is the only long-term way to lower the cost of insurance that inevitably has to cover the real risks. She has the pocketbook interests of her district truly at heart.This district was redrawn substantially in the latest remapping process. This is both new physical and political territory. Districts like this are crying out for champions of their needs with a bipartisan mindset that rejects a polarized approach to politics. Jessica Morse represents the kind of candidate that both major parties need to advance in far greater numbers. Since announcing her candidacy on September 12, 2023, Morse raised $318,000 from 912 individuals. California’s 3rd district narrowly voted for Trump in 2020, but it was still targeted by the DCCC in 2022. These Republicans in GOP-leaning swing districts are full-throated MAGA supporters and can be beaten. Jessica Morse is one of the challengers I am fundraising for.
