We need help.’ So I got in my car and I went to Paradise to volunteer on the ground for a month, assisting a community going through one of deadliest disasters in California history.Everyone I met on the ground in the Camp Fire had a story of heroism, courage, and near escape. But they also all had a look of trauma I hadn’t seen on people’s faces since I had been on the ground in Baghdad. Here was a global scale catastrophe happening to my community. And I knew we had the solutions — we just hadn’t scaled them to meet the crisis. I knew we had to do much more. I united this unlikely coalition—all with a clear stake in the solution — and together we designed and scaled a California wildfire resilience program worth $3 billion over three years.The program scales solutions like:<ul><li>Home hardening and defensible space, making homes less flammable when embers fall on them;</li><li>Fuel breaks along roads and around communities, creating safe evacuation corridors and giving firefighters a tactical advantage during fires;</li><li>And large-scale landscape restoration, allowing fire to play its natural ecological role rather than causing catastrophic damage.</li></ul>We implemented these tools to ensure the government could respond as quickly as the crisis demanded. Wildfire wasn’t waiting for budget cycles or contracting timelines. I worked with the legislature to cut red tape -- we had projects starting within four weeks of securing funding, and by the time fire season 2022 arrived, we had 1,200 projects on the ground throughout California. In fire season 2022, the acres burned dropped from 2.5 million in 2020/21 to 360,000 acres in the 2021/22 season, despite facing the same number of fires and extreme conditions. Progress on wildfire certainly won’t be linear, but we’re proving that scaled tools make an impact that keep communities safer.The first billion dollars of this program saved us $2 billion in wildfire emergency suppression costs. California has many districts that are targets for the Democratic Party to flip. Most of them are districts that Biden won, but not all of them are that way. California’s 3rd district narrowly voted for Trump in 2020, but it was still targeted by the DCCC in 2022. Democrats were hoping to build on the fact that Biden got close to 48% here, but the race fizzled out in the end. That made this district less of an exciting prospect in 2024.That is, until a candidate familiar to the area got into the race. This candidate ran in the 2018 blue wave election in California’s 4th district (covered much of the same territory), and she has been busy serving the constituents of this district in various roles ever since. Supporting Our Seniors

<h3>The Crisis Facing Families in CA-03 </h3>The cost of fire insurance is untenable for so many Californians, and the market is fundamentally broken. Throughout California’s Third District, families are blindsided by policy cancellations and skyrocketing rates. Many homeowners, even those diligently maintaining defensible space, have seen their insurance costs more than double or have lost insurance all together. This burden not only impacts individual households but also contributes to local inflation, driving up costs for small businesses. <h3>Fixing Our Broken Insurance Market</h3>To stabilize the home fire insurance market and lower costs, we need substantial reform in how insurance operates in the face of climate change. Insurance companies must transition into being active drivers for risk reduction rather than passive bystanders who just increase prices in the face of increased risk. California’s insurance rates are increasing for two reasons: The real risk of fire has increased over the previous decade and the rising cost of reinsurance. Reinsurance is a secondary insurance market that covers extreme losses for insurance companies.&nbsp; Reinsurance rates have skyrocketed because extreme losses have increased due to global climate catastrophes such as hurricanes, floods and tornadoes.&nbsp;&nbsp;<h3>Incentivize Insurance Companies to Participate in Risk Reduction: </h3>In Congress, I will drive a new program that incentivizes insurance companies to invest in fire adaptations in and around the communities they insure. This will create a new driver of real risk reduction in the wildfire space.I will advocate for a partnership where the federal government offers reduced reinsurance to insurance companies on the condition that they invest in fire adaptations for those they insure. This would include measures such as home hardening, creating defensible space, and establishing strategic fuel breaks. Rather than paying exorbitant rates into the corporate reinsurance markets, insurance companies would invest that money into wildfire risk reductions for communities. The result would be a collaborative effort where both insurers and the insured work together to reduce risks, ultimately leading to more stable insurance premiums. This approach also ensures quicker implementation of necessary adaptations, reducing overall risk and stabilizing insurance markets, making California communities safer and more affordable.&nbsp;&nbsp;

Even before Democrats broke 24-hour&nbsp;<a href="https://www.politico.com/live-updates/2024/07/22/kamala-harris-campaign-biden-drop-out/dccc-online-fundraising-00170458" target="_blank" rel="noopener noreferrer nofollow">fundraising</a>&nbsp;<a href="https://www.cbsnews.com/news/kamala-harris-fundraising-100-million-biden-drops-out/" target="_blank" rel="noopener noreferrer nofollow">records</a>&nbsp;this week, Jessica Morse not only outraised vulnerable incumbent Kevin Kiley – bringing in more than $600,000 in the second quarter of 2024 – but did so for a second quarter in a row.A fifth-generation Northern Californian, Morse has seen a surge of grassroots support since launching her campaign. Kevin Kiley (R) vs. Jessica Morse (D)</h4>Kiley’s massive Northern California district is rated “likely Republican” by House race-watchers. But that doesn’t mean Morse, the Democratic challenger, couldn’t do some damage.“It’s a competitive district,” Dave Gilliard, Kiley’s campaign consultant, told Playbook. “It’s a district that I think needs to be taken care of from a political standpoint.”Ad buys are cheaper in the district’s more rural media market. But the fact that it stretches from Lake Tahoe down to Death Valley — and includes portions of suburban Sacramento — makes it a challenging place to run a campaign.And Kiley has spent accordingly. His campaign and outside groups had dropped more than $1.6 million on ad buys as of Wednesday, according to tracking firm AdImpact.Kiley’s opening message was surprisingly warm and fuzzy fare from a candidate known for his sharp jabs at Gov. Gavin Newsom and other state Democrats. It played up the congressmember’s bipartisanship and efforts to protect Lake Tahoe, promote water projects and help wildfire and flood victims.Morse, on the other hand, came out swinging in her first spots, attacking Kiley’s stance on abortion rights and saying he voted against money for wildfire prevention.“No one’s really litigated Kiley’s record at scale,” said Morse, who previously served as a high-ranking forestry official at the state Natural Resources Agency. “So he’s pretending like he’s somebody who’s delivering for the district.”The on-air attacks forced Kiley’s campaign to respond quickly. Today, the GOP representative came out with an ad blasting Morse as dishonest and saying she is lying about her claim that he wants to ban abortion nationwide.Gilliard doesn’t think Morse has the funds to keep spending at the same rate throughout the last weeks of the campaign. Kiley has maintained a sizable cash advantage in the race, based on mid-year filings.Morse is not part of the Democratic Congressional Campaign Committee’s Red to Blue program, which focuses on flippable seats, but party leaders are still showing their support.&nbsp;Los Angeles Rep. Adam Schiff — who has time to campaign for House candidates, now that his Senate race against Republican Steve Garvey is all but sewn up — has stumped for her. <h4>Why analysts are watching this California race</h4>BY GILLIAN BRASSILNonpartisan election analysts are tracking the 2024 race for California’s 3rd Congressional District as one that might become close in November.Their eyes are especially on future elections as the Lake Tahoe district grows slowly bluer.Analysts at nonpartisan organizations including The Cook Political Report, Inside Elections and Sabato’s Crystal Ball say that the district will likely, but not definitely, pick incumbent Rep. Kevin Kiley, R-Roseville, over Democrat Jessica Morse, a wildfire resiliency specialist.Over the last year, The Bee has spoken to analysts across these organizations. Ten California House races are on analysts’ watch lists, including the one for the 3rd.While it’s rated as likely Republican, analysts are still tracking it due to demographic changes in the district. “Kiley’s seat is trending left slowly,” said Jacob Rubashkin, deputy editor of Inside Elections, in an August interview. Several California congressional contests will help decide whether Democrats or Republicans control the House of Representatives in 2025.There are 220 Republicans, 211 Democrats and four vacancies in the House. Three of those empty seats were held by Democrats, one by a Republican. The number for control of the chamber is 218, meaning Democrats need to flip four seats nationwide to win control of the House. <h4>CALIFORNIA’S 3RD CONGRESSIONAL DISTRICT </h4>The district stretches from the northern Sierra Nevada along the Nevada border into Death Valley, taking in Alpine, Inyo, Mono, Nevada, Placer, Plumas and Sierra counties plus parts of El Dorado, Sacramento and Yuba counties. Among other areas, the district incorporates the northeastern suburbs of Sacramento, including Roseville, Folsom and Rocklin, and the mountain towns of South Lake Tahoe, Truckee and Mammoth Lakes.Kiley, 39, served in the California State Assembly from 2016 to 2022. He was elected to Congress in 2022.Morse, 42, was previously a Deputy Secretary for Forest and Wildland Resilience at the California Natural Resources Agency. Recently, the Democrat was a member of the bipartisan federal Wildland Fire Mitigation and Management Commission which made recommendations on forest management and other measures to lessen the severity of wildfires.She said Congress needs to do more wildfire mitigation work, including investing more funds into forest thinning, fuel breaks and prescribed fire. She previously ran and lost against Rep. Tom McClintock, R-Elk Grove, in 2018.Morse, a Democrat, said in an interview that she grew up Republican and remained one into her 30s. “I grew up as a conservative who believed that, let’s be efficient with our dollars, let’s be fiscally responsible,” Morse said. “But I also believed in protecting public land and the environment, and I started seeing the Republican Party shift away from being a ballast for fiscal responsibility and into culture wars and anti protection of clean air and clean water.”She said public service was instilled in her core values as a child raised in Carmichael, ultimately leading her to the U.S. Agency for International Development in Iraq in her early 20s and various wildfire public service roles.“It’s always been about how we keep our community safe, how we keep the public safe, and how we actually try to mitigate crises before they start,” she said. FUNDRAISING Kiley and Morse have had similar fundraising recently, but the Republican retains an edge in overall funds.While campaign finances are far from the only factor in determining an election, cash on hand lets candidates spend more on advertisements, events and other supplies necessary to a campaign. It’s also good to reserve money in case of unexpected issues.Campaign funds come from a wide range of sources, including those not specified in the candidate’s official report, from individual donors, political action committees, other lawmakers and joint-fundraising groups.Kiley’s campaign committee raised more than $579,000 from the beginning of April to end of June, according to the most recent Federal Election Commission reports, which became available in July. Morse’s reported collecting almost $610,000 in that same time period.Kiley reported over $2.2 million in reserves.
